Controlling contagion by restricting mobility: In the face of an epidemic, even moderate travel restrictions would slow contagion

[unable to retrieve full-text content]In an epidemic or a bioterrorist attack, the response of government officials could range from a drastic restriction of mobility -- imposed isolation or total lockdown of a city -- to moderate travel restrictions in some areas or simple suggestions that people remain at home. Deciding to institute any measure would require officials to weigh the costs and benefits of action, but at present there's little data to guide them on the question of how disease spreads through transportation networks. However, a new study comparing contagion rates in two scenarios -- with and without travel restrictions -- shows that even moderate measures of mobility restriction would be effective in controlling contagion in densely populated areas with highly interconnected road and transit networks.

Will Apple's new budget iPhone be called the iPhone 5C?

Apple's forthcoming budget iPhone could be labelled the iPhone 5C, according to a piece of evidence that has recently come to light.

For months now we've been referring to Apple's forthcoming affordable smartphone as the 'budget iPhone,' but now we might have an idea of what its final name will be thanks to a photo posted on a WeiPhone forum.

As you can see, the above image appears to show a bunch of smartphone boxes. Each one contains the name iPhone 5C in a convincing Apple font.

With the next full price iPhone seemingly set to go by the name of the iPhone 5S, this name would certainly slot smoothly into Apple's naming scheme. But what could 'C' stand for?

The 'S' in the iPhone 4S stood for 'speed,' as it was a faster version of the iPhone 4. The iPhone 5S would be the same in relation to the iPhone 5. So how about that 'C'?

One possibility being bandied around is that the 'C' could stand for 'colour.' After all, numerous reports and leaks have suggested that the budget iPhone will come in a variety of colours beyond black and white, rather like Apple's iPod touch range.

Or could the 'C' relate to the phone's wallet-friendly credentials - so 'cost' or 'cheap.' Somehow, though, we doubt Apple would ever label any of its products cheap. It's more likely to be some vague expression such as 'cool,' or the aforementioned 'colour,' we reckon.

With the iPhone 5S rumoured for a September 6 launch date and an iPhone 5C surely set follow soon after - if not launch on the same day - we shouldn't have long to wait to see what that 'C' means, if it proves to be true.

Watchdog sharply critical of Afghan justice training program

A nonprofit legal training organization contracted to teach Afghans about the rule of law told NBC News on Thursday that it strongly contested a federal investigator's accusation that it was being allowed to spend almost $50 million without any oversight.

In an "alert letter" sent Monday to the State Department, John Sopko, the special inspector general overseeing Afghan reconstruction programs, alleged that the organization is ill-prepared to handle taxpayer money and refuses to provide U.S. investigators with any accounting of how the cash is being spent.


"You can't make this up," Sopko wrote.

The letter says that an audit of legal programs administered by a State Department agency revealed that the $47.8 million Afghanistan justice training program had been awarded to the Rome-based International Development Law Organization without competition and lacking "basic provisions that would allow (the State Department) to ensure proper monitoring and evaluation."

"The irony here is that State violated its own written policy and gave them a huge check to teach the Afghans about the 'rule of law,'" Sopko wrote. "We're going to get to the bottom of this and hold people accountable."

(An earlier version of this story referred to the special inspector general's office as a Defense Department agency. It is an interagency office overseeing Afghanistan operations across the Defense and State departments and the U.S. Agency for International Development. The earlier version also incorrectly referred to Sopko's letter as a "report." It is an alert letter informing the State Department that a formal report would be one step Sopko could take if it fails to address his concerns.)

IDLO isn't a new or little-known organization. Founded in 1983 by international development lawyers in Africa, it has permanent observer status at the United Nations, which lists it as a partner organization.?

In a statement to NBC News on Thursday, IDLO contended that Sopko's letter was filled with "factual errors and speculative assertions based on incorrect or incomplete information."

"Both IDLO and (the Bureau of International Narcotics and Law Enforcement Affairs, or INL) focused on including robust oversight, monitoring, and evaluation provisions during the program design phase into those documents," it said, including requiring "detailed review by INL."?

It said IDLO is required to submit "detailed explanations of proposed budget expenditure" and must submit to independent third-party audits at any time.

A State Department spokeswoman, Marie Harf, agreed that IDLO's contract included a "robust monitoring and evaluation plan."

"We would also note that while this program is new, there have been no allegations or evidence of fraud, waste or mismanagement," she said.

IDLO also said Sopko was wrong when he wrote that its budget has been declining even as it has taken on more projects.?

"IDLO's budget has been increasing over the past few years, reflecting continuing confidence and trust in IDLO's work from our donors," it said.

That's true, but only to a point. The organization's 2012 financial report (.pdf) does show that its 2012 budget represented a 15 percent increase over what it had projected in its 2011 budget. But it actually represented a 5 percent decline from the final approved budget for 2011.

And that came after significant cuts in financial, operational and human resources spending, made necessary by shortfalls in 2009 and 2010, "to bring about a balanced budget for 2011," according to the documents.

"These reductions have been significant for the Organization," it said in its 2011 financial report (.pdf).

South Africa rebukes officials over Zimbabwe

South African President Jacob Zuma, the chief regional mediator on Zimbabwe, said Monday he has rebuked his aides for making "unfortunate statements" on Zimbabwe's lack of readiness to hold crucial elections on July 31.

Significantly softening its stance on the Zimbabwean elections, Zuma's office said in a statement that was released in Zimbabwe that only Zuma was authorized to speak for regional mediators.

Zimbabwean President Robert Mugabe, campaigning for the poll, has criticized Lindiwe Zulu, Zuma's international relations advisor, for questioning the southern African nation's ability to hold credible polls in July.

After a chaotic early vote for police and the military officers who will be on duty on polling day, Mugabe described Zulu as "a stupid, idiotic street woman" ? local parlance for a prostitute ? raising the ire of women's equality groups in South Africa and Zimbabwe.

The statement said Zuma had noted with "great concern" remarks attributed to his officials in regional media. It made no mention of Mugabe's slur against Zulu.

Regional leaders of the 15-nation economic and political bloc, the Southern African Development Community, or SADC, at their last summit in June, had urged Mugabe to delay the polls until at least after August 14 to address claims that vetting of accurate voters' lists, democratic reforms demanded by SADC and other preparations were far from completion.

Zuma's office said his officials had made "a number of statements have been made which have been unauthorized and which are regrettable and unfortunate. Some of the utterances have also been inaccurate."

Zuma said he also corrected weekend reports that he telephoned Mugabe to express his dissatisfaction with preparations for the Zimbabwe poll.

"No such telephone call has been made," the statement said.

South Africa remains "fully committed" to warm relations with Zimbabwe and wishes the country well as it prepares for elections, the statement added.

A meeting of Zuma, Tanzanian President Jakaya Kikwete and President Armando Guebeza of Mozambique, a SADC triumvirate on regional security, in South Africa on Saturday also backed away from criticizing Zimbabwe for rushing toward hasty polls.

In its communique Sunday, it said it noted "problems" that arose during the early police and uniformed services vote on July 13-14 but commended the official state Zimbabwe election commission "for taking up these challenges to be overcome on July 31."

More than half the 70,000 police, soldiers and government officials eligible to cast early ballots failed to vote. The commission said they were turned away when ballot papers and voting materials were not printed and delivered in time at 210 special voting posts.

About 9,600 voting stations are to be set up countrywide for the full election by 6.2 million people listed as registered voters in the population of 13 million.

The communique said regional leaders congratulated Zuma for his "tireless efforts in ensuring that Zimbabwe's political stakeholders hold successful elections" on July 31.

Charlotte church members protest pastor's leadership

CHARLOTTE, N.C. -- Tensions ran high at a north Charlotte church Sunday morning as members protested Pastor Andrew Rollinson?s leadership, saying he was fired nearly three months ago but refuses to leave.

?Rollinson must go!? about a dozen people chanted outside Morningstar Baptist Church at 5623 Phillips St., off West Sugar Creek Road in the Derita area. ?When? Today!?

Rollinson said he has no intention of leaving the church. He said the members who fired him did not follow church bylaws, and therefore the decision is invalid. He did not say how the members violated the bylaws.

?I?m the pastor. I will be the pastor until people want to follow the bylaws,? he said. ?This is a group of irate individuals who want what they want and are not able to get it according to the bylaws, and they became irate.?

Several Mecklenburg County sheriff?s deputies remained parked outside the church for hours Sunday. At least twice, opposing sides of the protest argued face to face before services.

?I?m the pastor,? Rollinson told a group of protesters.

?No, you?re not. You?ve been dismissed,? one responded.

Some of the church?s 200 members say they fired Rollinson in April but that he refuses to leave.

?Due to his character that is not becoming of a pastor, his dishonesty, controlling demeanor, using the pulpit to disrespect his members ... we are removing Pastor Andrew J. Rollinson from his duties effective immediately,? says the April 28 letter signed by five church leaders. ?May God continue to bless you and your family and we hate things had to end this way.?

Since Rollinson was hired three years ago, some at the church say he has given himself more power and used it to ban members who don?t agree with him. Some also say Rollinson has given himself more control over church finances.

?All we want is for him to leave,? said Vernell Miller-Thompson.

Nobody was arrested at the church Sunday.

Deputies told Rollinson that after talking with the Sheriff?s Office attorney, they determined he was not trespassing.

Donald Fontenot, one of Rollinson?s deacons, read a statement Sunday in response to the protest.

?We love our pastor Andrew J. Rollinson and the leadership he brings,? the letter said. ?He has not done anything wrong and he leads us in the fear of our Lord and Savior Jesus Christ.?

The statement also acknowledges that the church has banned 19 members for reasons including ?violating our First Amendment Right, participating (in) and encouraging a public disturbance (and) continuous outbursts of false accusations from the pew.?

Jackie Black, chairman of the board of deacons, said he?s lost trust in church leadership.

?I have a different perspective on preachers now,? he said. ?I see this as a business for them and not a place of worship.?

By the time services began shortly after 11 a.m., the two sides appeared to have reached a truce. Law enforcement left and many members headed into the church for worship.

Dwayne President, who was attending the church for the first time Sunday, said he did not know which side to believe. He also said the tension was distracting from the true purpose of Sunday.

?Gandhi said, ?I like your Christ. I don?t like your Christians.? I can see why he said that now,? President said. ?I?m apologizing for the church. The church is supposed to be an example and a light amongst nonbelievers.?

Black acknowledged that the drama has taken away from the church?s mission.

He said the church plans to involve its attorney more when drafting a contract for the next pastor to ensure nothing like this happens again.

?We?re going to make sure it?s very specific so nobody can take advantage of us again,? he said.

Details of Kerry Washington's secret wedding to Nnamdi Asomugha are slowly coming out.

After tying the knot June 24 in Hailey, Idaho, little has been said about the ceremony.

Now, according to a source who reportedly attended the "Scandal" star's nuptials to the San Francisco 49ers cornerback, the wedding was "simple and sweet."

    DTE Energy: Crews working hard to restore power

    DETROIT -

    Utility officials say crews have been working with help from neighboring states to restore power to customers in southeastern Michigan after severe storms.

    As of 4:30 p.m. Sunday, DTE Energy says about 24,000 customers remain in the dark after the strong winds and rain moved through Friday afternoon and overnight.

    Majority of the outages:

    • Oakland County: 8,000
    • Wayne County: 7,000
    • Macomb County: 6,000

    The remainder are scattered throughout southeast Michigan.

    DTE Energy says about 145,000 customers lost power when the storms brought winds up to 45 mph. The utility says 90 percent of customers are expected to have their power back on by Sunday night. All available crews are working 16-hour shifts around the clock to restore service.?

    DTE Energy says they understands how difficult it is to be without power, and they are asking customers to remain patience while repairs are made.

    Customers are encouraged to call DTE Energy at (800) 477-4747 to report power outages or downed lines.

    Customers can use the mobile website at dteenergy.com, or their iPhone or Android phone to report a power problem using the DTE Energy Outage Center app. The app is available free of charge from the Apple Store or Google Play.

    Customers can report an outage, check on the status of an outage, and view our outage map, all from their smart phones.

    New El Paso Mayor Takes On List of Challenges

    EL PASO ? When Oscar Leeser, an immigrant from across the border in Chihuahua, Mexico, was a boy here, he played football to help him assimilate into American culture.

    Four decades later, Leeser, 55, is the new mayor of his adopted city, and he faces a challenge similar to the one he faced when he wore a helmet and cleats: moving forward to the goal line while navigating tricky obstacles.

    And Leeser, who runs a car dealership, is doing so by stressing partnerships with local business groups and former adversaries on the campaign trail.

    But the challenges are daunting. El Paso, the state?s sixth-largest city, lags behind Texas? average in household income and high school graduation rates. Twenty-five percent of its residents live below the poverty line, com- pared with 17 percent statewide.

    El Paso has been divided over an effort to lure a Triple-A baseball team to a new stadium being built at the site of the former City Hall building, which the city demolished. The Mountain- Star Sports Group, a private company, is building the $64 million stadium, and it is being partially financed by the taxpayers.

    Supporters of the plan said the project would modernize El Paso and revitalize its economy. But others criticized the City Council for not putting the matter before voters.

    Leeser says that El Paso needs to stop dwelling on past conflict and move forward on the stadium and new initiatives to improve the city.

    ?I told people from the start that I didn?t like the process ? I would have never destroyed City Hall,? he said. ?But now we?re not looking backwards any longer because you cannot succeed in life by looking backwards. As the figurehead of the city, we need to make sure? the stadium is successful.

    During his campaign, Leeser, who was elected last month, was accused of lacking a platform, and he was short on specifics during a recent interview in his office. But he pointed out that he had been in office less than a month, and said that he was still learning the intricacies of El Paso politics.

    ?One of our main focuses moving forward is economic development,? he said. ?We?ve been in office 20 days. The biggest thing we need to do is work with the city and make sure we have a good game plan moving forward, and we?re going to have a master plan.?

    According to U.S. census data from 2007 to 2011, El Paso fell behind the state?s averages in the percentage of people with a high school education or higher, and in household income.

    Asked how to eradicate such gaps and the poverty level, Leeser simply said that change would come with greater economic development and an emphasis on manufacturing.

    Part of his outreach on that front is the newly created Borderplex Binational Economic Alliance, a merger between two economic coalitions ? the El Paso Regional Economic Development Corporation and Paso del Norte Group ? that was created in late 2012.

    The alliance seeks to pool the economic potential of Ciudad Ju?rez, Mexico; southern New Mexico; and El Paso to develop projects and improve the quality of life for the region?s nearly 3 million people.

    ?I talked to the Borderplex when I was running for office and I said, ?Tell me the biggest thing people are competing for,?? said Leeser, who identifies himself as a Democrat. The response, he said, was manufacturing, and he added that the alliance would create both high-tech and low- skilled jobs.

    A key figure in that merger is Rolando Pablos, the Borderplex alliance?s chief executive. He is a former member of the state?s Public Utility Commission and a member of the board of the His- panic Republicans of Texas political action committee. But he said that partisan politics would not help El Paso realize its full potential and that city leaders realized that.

    ?El Paso, Texas, is on the cusp of an economic renaissance,? Pablos said. ?As we get all of the negativity behind us, I only see a bright future. This is all about economic development.?

    Leeser is also looking to establish a strong bond with U.S. Rep. Beto O?Rourke, a Democrat who supported Leeser?s opponent and was a key member of El Paso?s progressive city leader ship until his election to Congress last year.

    O?Rourke said the new mayor could count on his support. He acknowledged that during his time on the City Council, he and his colleagues were so dedicated to getting things moving that they may have neglected to clearly voice their goals.

    ?Many of us had grown up in an El Paso that seemed comfortable with mediocrity,? he said. ?And I think, partly, our campaigns and our time in office was to become, as a community, much more ambitious. We moved a lot of things and didn?t always do the best job of communicating why we were doing something or how this played in.?

    Leeser also takes the reins in the Sun City after it garnered national attention for the former leadership?s stance on socially sensitive issues.

    The City Council was mired in controversy in 2011 after overturning a city ordinance that rejected benefits for the partners of unmarried city employees, including those in same-sex couples.

    Leeser said he would not be the death knell for progressive growth in El Paso. But he did say he believed social issues should be left up to the individual.

    ?It?s not for me in life to tell people how to live their life behind the closed doors,? he said. ?It?s for me to treat people equally and respect everybody.?

    Anna L. Perez, an El Paso transplant who spoke during public comments at last week?s City Council meeting, said she saw a new direction for the city, but only if elected officials were courageous enough to speak out.

    ?The hopes that I have is for transparency, that they ask for specific details,? Perez said. ?The past council simply gave their own power away. This is what the voters wanted was change, and this is what the new council appears to have ? the citizens at large, at heart.?

    According to Sony Alpha Rumors, Sony is planning a "lens camera" accessory for mobile devices. The lens camera features the same 1-Inch 20.2-megapixel Exmor R sensor and f/1.8 Carl Zeiss lens as the Sony RX100 II. Sony Alpha Rumors cites "two trusted sources" confirming the lens-camera-hybrid will have a built-in battery, NFC, and Wi-Fi. It'll be able to pair with (and mount onto) a number of smartphones, which will then act as a "live view" screen for the camera.

    As incredibly unlikely as it seems, Sony Alpha Rumors is adamant that this is a real product that will be released soon.     He may be royal, but when it comes to paternity leave Prince William is in the same boat as everyone else. Like thousands of other new fathers in Britain, he will get two weeks off when his child is born.

    Along with British society, the royal family has been gradually modernizing its attitudes to birth and parenting. William's father, Prince Charles, was present at the birth of his two sons, who were born in a hospital rather than a palace ? both breaks from royal tradition. But William is the first senior royal to receive?statutory paternity leave, which was introduced in Britain in 2003.

    Some family campaigners say William, a Royal Air Force search-and-rescue helicopter pilot, is setting a good example in a country where until recently new fathers have taken little time off.

    But others say two weeks is not enough, and argue social and economic pressures still discourage fathers from spending time looking after their newborns.

    "There is an element that employers ? and men themselves ? are thinking of them as the ones who earn the money and stick in that role when children come along," said Jeremy Davies of the Fatherhood Institute think tank. "It can be quite difficult to set yourself apart from that."

    Under British law, William is entitled to two weeks off at a flat pay rate of just under 137 pounds ($206) a week. He's lucky ? the military is among employers that pay more, and he will receive his full salary for the fortnight.

    The government says two-thirds of new fathers take some paternity leave, but less than half take the full two weeks. Some are ineligible because they are self-employed or haven't been at a job for at least six months. Others just can't afford it.

    Mothers, who receive the bulk of parental leave, can take up to a year off, though only 39 weeks of it is paid, and not at full salary.

    The rules are changing. Under recent changes, new fathers can take up to six months leave by using up some of the year of a partner who has returned to work.

    But few do. Elizabeth Gardiner of campaign group Working Families said that in the first year the flexible leave was offered, only 1,650 men in Britain took it.

    She said the solution is to set aside some time off for fathers only ? a practice in Scandinavia known as "daddy months."

    "If you really want fathers to take up leave you have to earmark it for them and you have to pay it properly," she said.

    That's what they do in Sweden, where new parents can take 16 months' paid leave, divided between the parents as they like. Two months can only be taken by the mother and two months by the father ? if not, the time cannot be transferred to the partner and is forfeited.

    As an incentive, it works ? In 2000, Swedish men took out only 12.4 percent of parental leave; by 2010 their share had nearly doubled to 23.1 percent, according to government statistics.

    At the other end of the scale is the United States, where there is no government-subsidized nationwide paid paternity leave, though some companies and a few states including California offer it. Many companies and the public sector offer unpaid leave to new fathers.

    Britain is moving to offer fathers more time. Under legislation currently before Parliament, from 2015 parents will be able to split the 50 weeks of paid leave as they like.

    Changing attitudes may be harder than changing the law. A recent study by the Rotman School of Management at the University of Toronto found that men who take on caregiving duties at home receive more abuse at work than men who stick to conventional gender roles.

    "It was a pretty powerful result," said Jennifer Berdahl, professor of organizational behavior at the Rotman School. "Men who did relatively more caregiving at home experienced a lot more 'not man enough' harassment and teasing that threatens their status in the workplace."

    Prime Minister David Cameron took two weeks' leave when his daughter Florence was born in 2010, and it drew comment ? some approving, some critical of a national leader stepping back for 14 days to look after a baby.

    Jeremy Davies of the Fatherhood Institute said William was setting a good example ? up to a point.

    "What would be fantastic would be to see Prince William to take some time where he was the primary carer at some time during the first year," Davies said. "That's the stuff that leads to a really strong relationship with the child."

    AuthenTec patent revealed by USPTO shows fingerprint scanner could be in the Apple iPhone display

    Despite Apple's purchase of AuthenTec almost a year ago, there are many who believe that we will never see a fingerprint sensor on the Apple iPhone. This year though, there are too many smoke signals indicating that the long rumored feature might actually be found in the next iteration of Apple's iconic smartphone.

    The fingerprint scanner isn't looked at as a toy or a gimmick. Apple plans on using it as a way to help make it easier and more secure to send mobile payments. So when the Chief Information Security Officer at PayPal says that there will be multiple phones out this year with fingerprint readers, and points out the speculation involving Apple, you have to consider a fingerprint scanner to be a strong possibility for the next iPhone.

    Add to that the Thursday morning release by the USPTO. The agency published an application made by AuthenTec that was assigned over to Apple. The patent details a technology that can fit inside an iPhone and can also read a fingerprint from a longer distance than other methods. While current rumors suggest that the scanner would be placed inside the phone's home button, the patent application shows the scanner being placed inside the display.

    The application, titled "Finger sensor having pixel sensing circuitry for coupling electrodes and pixel sensing traces and related methods," names the inventor as being AuthenTec co-founder Dale R. Setlak. The complex process uses different metallization layers and a method for measuring electrical flux (no, not a flux capacitor!). When not being used to scan a fingerprint, the technology used for the feature helps the touchscreen do its thing.

    We could see a fingerprint sensor eventually replace passwords and PINs. But before that happens, it will have to face real world usage to see how well it will work out of the lab.

    The 75-mile time trial into Wichita, Kan., that seemed like an easy ride quickly turned left into oncoming headwinds and crosswinds, slowing our speed significantly and lasting nearly the entire trip.

    Clemson player named on NCAA lawsuit

    Six college football players have been added as plaintiffs to a high-profile lawsuit that claims the NCAA owes billions of dollars to former players for allowing their likenesses to be used without compensation.

    The players are: Vanderbilt linebacker Chase Garnham; Clemson cornerback Darius Robinson; linebacker Jake Fischer and kicker Jake Smith from Arizona; and tight end Moses Alipate and wide receiver Victor Keise of Minnesota.

    Former UCLA basketball star Ed O'Bannon is the lead plaintiff in the long-running legal battle that could fundamentally alter how the NCAA operates.

    A federal judge in Oakland, Calif., on July 5 allowed the attorneys to update their lawsuit to fix legal technicalities, including adding at least one active player to the lawsuit.

    The judge is still mulling whether to turn the lawsuit into a class action.

    Earlier this week the NCAA announced it will no longer allow Electronic Arts Inc. to use its logo and name in video games.

    In the announcement NCAA said it will not enter into a new contract with EA Sports, and NCAA Football 2014 will be the last edition of the popular game.

    The move comes as the NCAA fights a lawsuit that demands the NCAA find a way to cut players in on the billions of dollars earned from live broadcasts, memorabilia sales, video games and in other areas.

    The NCAA said in a statement it is confident in its legal position regarding the use of trademarks in video games, but ?we determined participating in this game is not in the best interests of the NCAA.?

    Stocks squeezed out modest gains in choppy trading Wednesday, following comments from Fed Chairman Ben Bernanke that monetary policy supporting the markets will remain in place even while the central bank could start to scale back its bond buying later this year.

    The Dow Jones Industrial Average finished 18 points higher. Bank of America led the gainers and Caterpillar slumped to lead the Dow laggards.

    The S&P 500 and the Nasdaq also closed modestly higher. Both indexes had finished lower for the first time in nine sessions on Tuesday. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, traded near 14.

    The markets had initially risen sharply on Wednesday after Bernanke reiterated the central bank's plan to start paring back its bond-purchase program later this year, but said that could change if the economic outlook shifted.

    "Our asset purchases depend on economic and financial developments, but they are by no means on a preset course," Bernanke said in prepared remarks to the U.S. House of Representatives Financial Services Committee.

    The Federal Reserve chief said the pace of asset purchases could be reduced "somewhat more quickly" if economic conditions were to improve faster than expected. On the other hand, the current $85 billion monthly pace "could be maintained for longer" if the labor market outlook darkened, or inflation did not look like it was rising back toward the Fed's 2 percent goal.

    Meanwhile, the U.S. economy continued to grow at a modest to moderate pace in June and early July, with manufacturing expanding in most areas of the country, according to the Federal Reserve's Beige Book report.

    The Fed's stimulus policies have buoyed the markets and Bernanke's words on Wednesday appeared to cheer investors.

    "U.S. equities have recouped their spring swoon as a litany of Fed governors' pronouncements have on balance calmed fears QE tapering might begin before the U.S. recovery is strong enough to handle it," said Alec Young, global equity strategist at S&P Capital IQ.

    This more dovish Fed perception, coupled with a recent softening in economic news flow, has hit bond yields and the greenback, Young noted. "Turning back to the U.S., second-quarter beats will now need to take the lead in fueling stocks, as we think a more dovish Fed is now priced into a very overbought market."

    Most key S&P sectors remained in positive territory, led by materials, while utilities turned lower.

    On the economic front, housing starts tumbled 9.9 percent in June to a seasonally adjusted annual rate of 836,000 units, according to the Commerce Department, the lowest level since last August. Economists polled by Reuters had expected groundbreaking to rise to a 959,000-unit rate last month.

    Mortgage applications fell last week, due to a decline in demand for refinancing loans as mortgage interest rates remained at a two-year high, according to the Mortgage Bankers Association.

    Among earnings, Bank of America climbed after the financial giant posted a 70 percent jump in earnings, thanks to lower operating expenses.

    Analysts expect S&P 500 companies' second-quarter earnings to have grown 3 percent from a year earlier, with revenue up 1.5 percent, according to the latest data from Thomson Reuters.

    U.S. FDA cancels advisory committee on Merck's drug sugammadex

    (Reuters) - The U.S. Food and Drug Administration canceled an advisory committee meeting set for Thursday to discuss Merck & Co's sugammadex, a drug designed to reverse the effects of muscle-relaxants used during surgery.

    The FDA declined to say why the meeting had been canceled, referring questions to Merck. A spokeswoman for Merck did not immediately return a phone call or email seeking comment.

    Sugammadex is the first in a new class of drugs, known as selective relaxant binding agents, that are designed to reverse the effects of the muscle-relaxants rocuronium and vecuronium.

    Merck acquired sugammadex when it bought Schering-Plough for $41 billion in 2009.
