U.S. eases clean gasoline rules in East after Sandy

WASHINGTON (Reuters) - The U.S. environmental regulator waived clean gasoline requirements through November 20 on the eastern seaboard to help ease a supply crunch after Hurricane Sandy ripped across the region's energy system.

"I have determined that an 'extreme and unusual fuel supply circumstance' exists that will prevent the distribution of an adequate supply of gasoline to consumers," Lisa Jackson, the head of the Environmental Protection Agency, said in a letter on Wednesday to governors of the states.

New York, New Jersey and Pennsylvania and 13 other states had requested a waiver in requirements to sell reformulated gasoline, or RFG, in smog-plagued regions of the country. The waiver also applies to states in the mid-Atlantic including Maryland and states in the South including Tennessee, North Carolina and South Carolina.

Sandy damaged petroleum storage facilities and caused pipeline delays that are projected to prevent the distribution of RFG in areas hit by the storm, Jackson said in the letter.

East Coast fuel supplies could be tight into next week as flooding and downed power lines slowed the recovery of two New Jersey refineries, including the Phillips 66 Bayway plant, the region's second largest.

On Wednesday some drivers in New Jersey were forming long lines to buy gasoline and causing traffic delays on several highways. On Route 17 in the north of the state lines to buy gasoline were backing up onto the road.

"Route 17 is like a parking lot with cars lined up in the slow lane on both sides," said Erin Gardner Myers, a motorist coming home from work. "It's really bad out here."

Under the waiver the EPA will allow fuel retailers to sell conventional gasoline in place of RFG effective immediately. It also allows some states to mix conventional and RFG to ease supply issues.

A copy of the letter can be seen here: http://r.reuters.com/dec73t.

Earlier on Wednesday, the EPA granted a waiver for operators of generators and pumps in New Jersey to use heating oil in place of ultra low sulfur diesel to help ease a supply crunch of that fuel.

An energy expert said fuel waivers were one of the things the few things the Obama administration could do to help people with energy problems after the storm.

"There's not much they can do about getting the power back on, but the government can at least lead on this so people know things are going to get better," said Lucian Pugliaresi, president of the Energy Policy Research Foundation, Inc.

Dolphins do their talking on field, rout Jets 30-9

EAST RUTHERFORD, N.J. (AP) ? Joe Philbin reminded his Miami Dolphins to forget all the trash talk and shut the New York Jets up on the field.

Boy, did they listen to their coach.

Matt Moore threw a touchdown pass after stepping in for the injured Ryan Tannehill and the Dolphins didn't miss a beat, rolling past the New York Jets 30-9 Sunday for their third straight victory.

"We all had a job to do," Philbin said. "We didn't want to turn it into a personal affair. It was a big game and it came at a good time, coming off the bye, a divisional game on the road."

And it kept the surging Dolphins a half-game behind the AFC East-leading New England Patriots. Meanwhile, the Jets dropped to last in the division and headed into their bye-week break with lots of uncertainty.

"To say I never saw this coming is an understatement," coach Rex Ryan said. "This one, no question, is a tough one to accept."

The Jets couldn't get going even with Miami needing to turn to its backup quarterback after Tannehill injured his left knee and quadriceps muscle on a sack by Calvin Pace on the Dolphins' second possession.

Philbin had no immediate word on the severity of the injury, saying Tannehill would be evaluated after the Dolphins arrived home. Moore filled in nicely, finishing 11 of 19 for 131 yards after Tannehill was 2 of 5 for 18 yards.

"It always helps having your backup come in and perform like that," Reggie Bush said, "not missing a beat."

Ryan insisted his team was prepared after having a good week of practice, not distracted by all the back-and-forth chatter. Well, Bush and the Dolphins (4-3) were certainly over it all, but the Jets (3-5) were still going at it after the game.

"It was very satisfying for us, as good as it gets," Bush said. "We wanted to have the opportunity to jump on them early and we accomplished that. Once we got them down early, I thought that was it."

Olivier Vernon recovered a blocked punt in the end zone for a touchdown and blocked a field goal, and the Dolphins smothered Mark Sanchez and the Jets' offense. They were helped by some hideous play by New York, which has lost two straight.

Stung by the loss, a few Jets players were still zinging the Dolphins after the game.

"They're not a very clean team," wide receiver Chaz Schilens said. "They're a little cheap."

Cornerback Antonio Cromartie also called Bush "a punk" who showed "his true colors."

As far as the Dolphins are concerned, they'll take all the shots from their AFC East rivals. After all, they got the win and sent the Jets into a bye-week break searching for answers.

"It feels good to do no more talking and feels even better to back it up," Moore said. "Our special teams put us in great situation to win this, but we were ready as soon as we stepped off the bus."

It showed, as Miami raced to a 20-0 lead by midway through the second quarter, and New York couldn't recover.

Ryan said the Jets would "empty our tanks" as they tried to sweep the Dolphins for the first time in his four seasons as coach. But Sanchez made mistakes throughout, not hitting open receivers at times and not taking care of the football.

He was 28 of 54 for 283 yards with a touchdown and interception, and was done in late in the opening quarter by a fumble on a sack by Nolan Carroll that the Dolphins turned into a touchdown. He also had the Jets driving while trailing 27-3 in the third quarter, but Chris Clemons intercepted a throw intended for Dustin Keller.

That brought out loud boos and some chants for Tim Tebow by the angry crowd at MetLife Stadium, which had a few thousand empty seats, more than likely because of the threats of the approaching Hurricane Sandy.

"Obviously, I'm a big Tebow fan, but I'm not a big fan of screaming to get the backup quarterback in," Keller said. "I feel like fans should have their starting quarterback's back 100 percent until they officially make some type of change."

And that's not coming yet. Ryan said he had no thoughts of switching to Tebow, who had one carry for 2 yards in limited action again.

"I believe in Mark," Ryan said. "I think Mark has proven that he can win in this league. I think he gives us our best chance to win. That's my opinion and that's the one that matters."

After Dan Carpenter kicked a 33-yard field goal less than 4 minutes in, Miami then recovered an onside kick. Although the Dolphins didn't turn it into points, the special teams unit came up big again later in the quarter. Jimmy Wilson blocked Robert Malone's punt and Vernon recovered to make it 10-0.

Sanchez turned it over on the Jets' next possession when he was sacked by Carroll and Paul Soliai recovered the fumble at New York's 32. Moore led a six-play drive capped by Daniel Thomas' 3-yard run to make it 17-0.

Even the one area that had been flawless failed the Jets. Nick Folk's 35-yard field-goal attempt was blocked by Vernon; Folk had opened the season 11 for 11.

New York finally got on the scoreboard a few minutes into the second half on Folk's 38-yarder, but the Jets couldn't keep the momentum. Moore connected with Anthony Fasano for a 4-yard touchdown to make it 27-3.

Schilens had a 5-yard touchdown catch with 7:20 left, but the 2-point conversion failed and the Jets had made too many mistakes and fallen too far behind to mount much of a comeback.

"It's time for a bye," Schilens said. "It's time for us to regroup, figure out what we're doing wrong and figure out a way to do it better."

NOTES: Cromartie missed a few plays after dislocating a pinkie early in the first quarter after falling and then getting into it with Bush on the sideline. ... Jets LB Bart Scott had his streak of 119 consecutive games played end because of a toe injury that has bothered him since the last time the teams played in Week 3. ... Former DE Dennis Byrd, briefly paralyzed 20 years ago in a game against Kansas City, became the fifth former Jets player to have his number retired, joining Joe Namath, Don Maynard, Joe Klecko and Curtis Martin.

National student online poll has called four elections correctly

An online poll taken by millions of American students has forecast four presidential elections correctly. But will it get another election correct next Monday, when the public finds out the results from the OneVote 2012 project?

onevoteChannel One, the education media service, ran the elaborate polls in 1992, 2000, 2004, and 2008, and the middle- and high-school students picked Bill Clinton, George Bush (twice), and Barack Obama correctly.

The students and teachers involved in the OneVote project aren?t taking a simple straw poll.

Students across the country are filling out ballots this week, which are vetted in the classroom by their teachers. The educators file the votes on the OneVote website. Voting ends at 10 p.m. ET on Friday.

A team at OneVote then looks at polling patterns to make sure there aren?t any irregularities.

The final results will be listed at onevote.channelone.com.

It?s unknown if political pollsters and the campaigns will slice and dice the OneVote results like they examine political tracking polls.

But OneVote could be a window into the future of voting, since all the votes are submitted electronically after the students fill our paper ballots (no hanging chads here).

The OneVote project also mimics other institutions in the mainstream voting world. Teams of students work on videos throughout the fall, which classes watch as students prepare to research issues.

The candidates have student ?surrogates? who write about their parties, and there will be a post-election spin room where the results are argued about and analyzed.

The results from past elections, though, varied greatly from this year?s election.

For example, in 2000, Bush won the student election with 58.9 percent of the 877,497 middle- and high-school students who voted. The biggest issue to students then was crime and violence.

In 2004, Bush won again with 55 percent out of 1.4 million student votes. He even won Pennsylvania and had a near sweep of the swing states.

In 2008, Obama had a big win with 58.5 percent of the student vote, according to OneVote?s press release. The economy was the biggest issue, followed by the war in Iraq.

Currently, the economy is the biggest issue on students? minds, based on survey data from OneVote.

Caring For Baby Boomers and Seniors In Their Own Homes

With proper health care, you as a baby boomer or senior could live to be 100 years if age, or older. You can also be instrumental in helping other baby boomers or seniors to live to be a ripe old age in their own homes.

Senior care is becoming a major concern in North America, particularly because there are thousands of seniors and baby boomers in our era. By seniors, I am referring to those over the age of sixty five and by baby boomers, those people who were born after World War 11. It is only a matter of time, before they are seniors too.

The big problem for seniors and baby boomers, lies in the reality that very soon, there are not going to be enough nurses, personal support workers or even family members to care for them, or perhaps for you, if you are a baby boomer heading into retirement.

Hospitalization or nursing home care may not be feasible or possible for the majority of baby boomers and seniors, in spite of the fact that it will be needed by many of them. For many,? it may mean twenty four hour care, seven days per week.

The actual cost of hospitalization and health care is extremely high already and many baby boomers and seniors may not be able to afford the kind of care that they will need.

What can we do to rectify this situation? Everyone of us has baby boomers and seniors in our lives; many of us are in baby boomer status already or beyond that age.

Can baby boomers and seniors be cared for in their own homes? Definitely.

Ten tips for managing baby boomer or senior care at home:

1. Baby boomers and seniors are generally most comfortable in their own homes with their family members and in amongst their own belongings. To take them out of that environment may result in dis-orientation. They are accustomed to the food, temperature, air, etc. and changing any or all of that may result in other, more serious problems. They are used to having people come and go in their lives, as well. This is the world that they know.

2. Safety is a major concern and the majority of baby boomers and seniors feel safe at home. In fact, most of them have already instituted safety precautions for themselves, although this is not always the case. One of the first things that must be taken into consideration is whether or not the baby boomer or senior is safe. If he or she is not safe in the environment, immediate action is necessary on the part of the family or designated care giver.

3. In taking a serious look at health care in the home of baby boomers or seniors, it is always a good idea to do an assessment of the environment in the light of what is currently happening. This can be done quite easily, by spending quality time with the baby boomer and and other family members. Visiting the family doctor with the baby boomer or senior and other family members is generally a good idea. Remember that many of these men and women will have had the same doctor for many years and their doctor may be almost the same age they are. The doctor will likely know the baby boomer or senior well and his or her preferences must be taken into consideration.

4. Remember that the baby boomer or senior in need of care, will have definite ideas about what he or she expects in terms of his or her own health care needs. Many of them may not have had sufficient care in the recent past and will improve immensely when proper health care needs are met. You may be totally amazed at the degree of improvement. They may or may not understand the current changes in the health care system, and you may have to explain them.

5. Dietary needs are especially important, as nutrition is a primary factor in health care. Assess the baby boomer or senior for his or her ability to provide adequate food to sustain his or her health. Many of them? may not have sufficient income to provide for their own dietary requirements. They may need to obtain a supplemental income of some kind. A few may be hoarding their disability or old age pension checks and not using them to meet their needs. Find out who is looking after their finances and work with that family member or other person. If necessary, find or designate a family member to take financial responsibility for them.

6. Assessing medical needs is a huge factor. Many baby boomers or seniors will be in need of wheelchairs, walkers, canes, etc. and have not had anyone help them in this regard. They may need drugs that they cannot afford and will require assistance in that respect. They may require other health care items that can be obtained quite easily. Ask them if they are taking their medications? If not, why not? Where are they obtaining them and are they over-priced? Are they hoarding their medications or using out-dated medications? Have they obtained generic drugs? Do they know what generic drugs are? How are their medications stored? Do they know how to dispose of medications that are outdated or have not been used?

7. Spiritual needs are extremely important to baby boomers and seniors, as the era in which they grew up probably focused on having those needs met. Does he or she have a priest, pastor or chaplain? Is that person aware of what this particular baby boomer or other senior stands in need of at this time in his or her life? Make contact with the person of their choice for seniors, if they are not able to do so.

8. Have plans been made for the baby boomer or senior, should he or she pass away unexpectedly? Is there a 'DNR' (do not resuscitate) order request, signed by the baby boomer or senior, family members and the doctor? Has a will been drawn up? If not, why not? Does he or she have legal counsel? This may prove to be extremely important in the future.

9. Fear and paranoia is a major issue with baby boomers or seniors, as many have had bad experiences previously with others including health care workers, lawyers, doctors, etc. A lot of them have had their homes broken into and things stolen by people who they have trusted, including family members and friends. It is like losing a part of oneself when there is a violation like this in their home. It is not easy to get a person to trust you when they have been violated in some way, by someone else.

10. Health involves healing, happiness and wholeness. You can be instrumental in bringing this into the life of a baby boomer or senior as a minor care giver, a family member, a personal support worker or a nurse. Consider carefully what you can or cannot do and then make a positive, constructive decision with respect to the baby boomer or senior in your life or under your care. Care is important, but quality care is even more important.

Remember that there are those around you who have gone through this before and that you are not alone in caring for your baby boomer or senior. There are many organizations which can be of help, as well. What you do can be instrumental in helping others to live to a ripe old age.

Think about doing some of these things for yourself also, if you are a baby boomer or a senior and you could be among the ones who live to be a hundred years of age or older.

American Home Improvement Zone Spins Out First Transcript to ...

Burien, WA (PRWEB) August 30, 2012

In September 2012 (date uncertain)the very first transcript for the "Contract for Home Services" will be released to the public.

Previously, the actual 8-page "Contract for Home Services" was first made available, free of charge, as part of the bonus package for general online purchases made of anti-home-fraud audios (by RB) offered via the Learnoutloud.com corporation.

However, it truly was not and is not the belief of HGRB Services or any of its affiliates that the "Contract for Home Services" should be something only obtainable if you made an online purchase. The reason is that the people of the private home sector in the U.S. are not very ambitious about transacting business over the internet to begin with.....especially, to a network which they practically knew. It was better to just "release" it to them without obligation.

Subsequently, by February of this year, the 8-page document was offered free of charge via e-mail response to ANYONE, irrespective if whether or not they purchased an audio download one line. Each individual had only to notify our staff and one would be speedily e-mailed to them. The challenge was that there had to be someone on the receiving end for the request (which wasn't always timely).

By that time, RB released the first audio download specifically sharing crucial info as to the meaning of the "Contract for Home Services" synonymously explaining and simplifying every page, every section, every line, and every term entailed.

Today, the actual 8-page "Contract for Home Services" is accessible all over America in just a few seconds at your fingertips (Word or PDF), available 24 hours a day, holidays and weekends!

Now, in September........the actual transcript ...... modified and ad-libbed for reading!

Hawaii Volcano's Lava Lake Threatens to Overflow

The lava lake inside Halema'uma'u crater, at the top of Mount Kilauea in Hawaii, is closer than ever to reaching the crater floor and spilling out on it, the U.S. Geological Survey said.

The summit lava lake is deep within a cylindrical vent with nearly vertical sides. In the past two weeks, the lake level surged about 50 feet (15 meters) and now has only 110 feet (33 m) to go until the lava reaches the top of the vent and floods the crater floor, the USGS said today (Oct. 23).

"It could continue to rise and overflow," said Matt Patrick, a research scientist at the Hawaii Volcano Observatory.

For the past several months, the lava lake has been slowly rising. The summit itself has been slowly inflating since early August. The lava lake rises and falls as magma levels change within the volcano.

The connection between the vent and volcano is the reason the USGS is also keeping an eye on Kilauea's eastern rift zone, Patrick told OurAmazingPlanet. "The rising level results from pressurization of the whole magma chamber," he said.

Deep inside the volcano, the vent supplying Halema'uma'u crater is connected to the actively erupting Pu'u O'o crater. But when the summit of Kilauea inflated in March 2011, the pressure was relieved via a spectacular eruption that broke out at the Kamoamoa Vents.

But the USGS has also watched the volcano's magma chamber pressurize without producing an eruption, Patrick said. "We've seen this pattern several times in the last couple years. One time it produced an eruption, but the other times is just died down and went back to normal."

The USGS has a live webcam trained on the lava lake, accessed through the Hawaii Volcano Observatory's site.

"This is really an exciting time for us," Jessica Ferracane, a park ranger at the Hawaii Volcano National Park, told OurAmazingPlanet. "We're all watching it rise and fall."

Israel mentions at debate: 31. Climate change: 0 (VIDEO)

For keeping track of issues NOT discussed during the recently-concluded presidential debates, there was NO mention of climate change during the three presidential and one Veep debates. That?s the first time that the climate was shut out since 1988.

?President Obama and Governor Romney?s failed leadership on climate this election season is beyond words,? said Maura Cowley, Executive Director of Energy Action Coalition.

?While President Obama & Mitt Romney joked about horses and bayonets, they stepped back into the dark ages themselves by completely ignoring climate change, one of the most pressing foreign policy issues of the 21st century.?

The raw political reason doesn?t make sense. Yes, people care about climate change but we know it isn?t their top priority.

Meanwhile, ?Israel? was mentioned 31 times Monday night.

Let?s harken back to the first time when the issue ? climate change, not Israel ? was mentioned on a national debate stage. The year was 1988?..(cue flashback music)?.

?The greenhouse effect is an important environmental issue.?

Who said that? Republican Dan Quayle. He even said that ?in a George Bush administration, you can bet that we will? get working on solutions.

But now? Green bupkis. Here?s the video from 1988:

Find The Top Tips Here For Success In Web Marketing

Sunday, October 21st, 2012 at 11:05 pm ?

Web marketing takes a lot of time, research and patience. It?s important to do plenty of research before diving in, to make the most of your efforts. It will take quite a bit of effort to make really good profits with affiliate marketing. We have provided you with some tips to help you be successful at internet marketing.

Affiliate marketers need to be mindful of social media since Google places particular emphasis on it. Social media has become a priority. The biggest social networks, like Twitter and Facebook, pop up on virtually every page with options for social interaction.

Some customers also make great affiliates. Whenever a customer makes a purchase, offer him or her the chance to become an affiliate for your business. If you can turn your customers to be your affiliates, you have the potential to turn one good sale into a thousand. You will increase both your profits and your affiliate network.

Affiliate promotion programs that are pay-per-sale can be quite risky. On the other hand, this approach can pay off tenfold if all goes well. Always spend enough time researching the affiliate program to find out if it is right for you before you sign up.

Often, communicating not only protects, but also strengthens, the bond with affiliate partners. Frequent and open exchange of ideas and feedback preserve your stream of revenue. Cultivating relationships with internet marketing partners should be a priority in any business since they can have such a positive impact on the development of your business.

Just because a site is one of the most profitable within that industry, does not mean it is the best. Make sure you do your research and gain knowledge about the businesses before you make any choices or investments in them. You need to make sure that it is marketable and will not cause you any problems.

When you have a sports themed website, your customers are going to come to your website seeking all things sporting related. Providing affiliate links may prove to be unfruitful if the links are forwarding visitors to websites that do not pertain to sports. Visitors to your website will be much more inclined to use links that advertise products relevant to the website?s content.

Check out referral programs recommended by web marketing partners. You can earn greater rewards for referring others to your affiliate marketing partners. Some even have a pyramid-like structure, where you get some of the commissions from people you referred. Companies that operate in fast-growing markets or within a professional industrial association are often more successful with affiliate referrals.

When deciding which affiliate companies you should partner with, favor those that provide resources and support. Affiliate companies generally know what they are doing. They have invested in research that tells which marketing angles convert customers. Well established companies will share that information with it?s affiliates, so they can use it to improve their campaigns.

Be sure that you are making use of a wide variety of venues to advertise your product. Several customers look online for products. Some people might be drawn in through the use of brochures or fliers. Some customers want to have a coupon for a percentage off the price. If you advertise using many different methods, you can reach many different types of customers.

Design an e-book, and put it on websites that are created for document sharing. This will show off your knowledge, attract visitors, and interest potential buyers in your website. You need to put links inside of your article.

Determine which advertisements have worked the best with your target market. Some people prefer interactive or flashy ads, while some others prefer simple text content. Know your audience when choosing your advertising style.

Some websites might try to scam their clients by getting them to use their tracking system. This fiasco can be avoided by simply using a reliable tracking system.

If you take the time to plan your next move and keep these tips in mind, you are going to see the positive outcome that you were hoping for when you decided to get involved. So make a action plan ? including these tips ? and get to work!

Hissing and gushing sounds coming from Radiators - Home ...

As you start to use your central heating for the first time since last Winter, you might be unfortunate enough to notice some problems start to occur if you haven?t maintained your heating system over the Summer months. A common problem we get contacted about is noisy radiators.

Often this will be caused by single direction thermostatic radiator valves being installed with the water flow going in the wrong direction. You can see if the valve has been installed in the right direction by an arrow printed on it ? this should point in the direction of flow.

Many valves are now bi-directional, and will have the arrow pointing in both direction (see picture), so this mainly applies to older valves.

Installing an auto bypass valve can help with this as it will regulate the flow through bypass circuits when the thermostatic valves are closing.

If you?re hearing a constant gushing sound from the radiators then that might indicate a debris build up within the radiator. With your radiators turned on, try running your hands over the entire surface of them. If you feel random spots which are considerably cooler than the rest then that is a sign that debris has built up.

The best way to fix it is having a heating engineer perform a Powerflush. This is a process of running a water based chemical solution through the entire central heating system that breaks down all the debris and sludge has that built up and flushes it straight out of the system.

Having this done on an older central heating system can actually improve its efficiency as well. You can read more about Powerflushing here.

China's new leaders face tough economic choices

(AP) ? China's economic model that delivered three decades of double-digit growth is running out of steam and the country's next leaders face tough choices to keep incomes rising. But they don't seem to have ambitious solutions. Even if they do, they will need to tackle entrenched interests with backing high in the Communist Party.

The cost of inaction could be high. The World Bank says without change, annual growth could sink to 5 percent by 2015 ? dangerously low by Chinese standards. Some private sector analysts give even gloomier warnings.

The government's own advisers say it needs to promote service industries and consumer spending, shifting away from reliance on exports and investment. That will require opening more industries to entrepreneurs and forcing cosseted state companies to compete. State banks would have to lend more to private business that is starved for credit.

The ruling party's latest five-year development plan promises reforms in broad terms. Premier Wen Jiabao apologized at a news conference in March for not moving fast enough and vowed quicker action. But many changes could face opposition from China's most influential factions ? state companies, their allies in the party, bureaucrats and local leaders.

"If the challenge is, can they do radical reform all at once, we know that won't happen because these leaders aren't powerful enough," said Scott Kennedy, director of Indiana University's Research Center for Chinese Politics & Business in Beijing. "They are facing interests which wouldn't possibly allow that to occur."

Also at issue is how much Communist Party leaders are willing to cut back state industry that provides jobs and money to underpin the party's monopoly on power.

Li Keqiang is the man in line to lead reforms as the next premier, China's top economic official. Now a vice premier, Li is seen as a political insider with an easygoing style, not a hard-driving reformer. Along with the rest of the party's Standing Committee, the ruling inner circle due to be installed in November, Li will govern by consensus, which could blunt their force.

"They are under pressure to change the economy, but they will not demolish party control," said Mao Yushi, an 83-year-old economist who is one of China's most prominent reform advocates. He co-founded the Unirule Institute of Economics, an independent think tank in Beijing.

Li showed his political skills but little zeal for reform as governor and later party secretary of populous Henan province in 1998-2004.

His time there coincided with several fatal fires ? including a Christmas Day blaze at a nightclub in 2000 that killed 309 people ? and efforts by local officials to suppress information about the spread of AIDS by a blood-buying industry. Other officials were punished for the fires but Li emerged unscathed and rose to national office.

"Li was known for not acting very aggressively in Henan, to put it charitably," said Dali Yang, a University of Chicago political scientist.

The man in line to become Communist Party leader and China's president, Xi Jinping, has a similar reputation for successful inaction.

In the 1990s, he served as party secretary of Zhejiang province, a thriving center for private business south of Shanghai, and won praise from observers including former U.S. Treasury Secretary Henry Paulson, who dealt with him as an investment banker. They lauded him not for spearheading change but for not tampering with Zhejiang's free-market success.

The next leadership will inherit one of the world's strongest economies but one in which advocates say reform is stalled.

Many observers trace the past decade of double-digit growth to changes forced through by former Premier Zhu Rongji, who overcame resistance from companies and party factions to slash the size of state industry in the late 1990s. He led Beijing into the free-trading World Trade Organization, driving a jump in trade growth that propelled China past Germany in 2009 as the world's biggest exporter.

After Zhu retired in 2002, leaders reaped the financial benefits but focused on other areas: reforms of the legal system and trying to close a yawning gap between rich and poor with more spending on health and other social services.

They built up state-owned "national champions" in industries from oil and telecoms to steel and banking with monopolies, low-cost bank loans and other favors. Beijing's huge stimulus after the 2008 global crisis flowed through state companies, increasing their dominance while entrepreneurs who generate China's new jobs and wealth struggled.

The government defends the privileges given to its oil, telecoms and other major companies as necessary for building up Chinese global competitors. But entrepreneurs complain those companies abuse their control over essential resources such as energy, phone service and bank loans to gouge customers and pay their managers inflated salaries while stifling job-creating private businesses.

In a report last year, Mao's institute calculated the biggest state companies consumed trillions of yuan (hundreds of billions of dollars) in subsidies over the previous decade. It said they are so inefficient that their return on equity ? a broad measure of profitability ? was an average loss of 6 percent a year.

Wen Jia, a manager for the privately owned Traveling Bestone travel agency in the western province of Chengdu, said her company struggles to compete in an industry that is hemmed in by state companies.

"The attractions belong to the state. So do some of the good hotels. The insurance, airlines and train tickets are the same," said Wen. "State-owned travel agencies get prices 10 percent lower than we do on attractions and state-owned hotels."

The abrupt economic slowdown that began last year has heightened frustration among entrepreneurs and the public. Growth fell to 7.4 percent in the latest quarter, its lowest level since early 2009 and barely half of 2007's explosive 14.2 percent.

"''The criticism is about how the distortions are not just benefiting those vested interests but also that they reduce the efficiency of the economy," said Yang. "The pressures in the economy paradoxically provide them with more of a mandate for doing things because they have to do things."

The World Bank and a Cabinet think tank, the Development Research Center, offered an ambitious roadmap for reform with a report in March that called for scaling back state industry and opening markets to private and foreign competitors. It warned that without change, China might be trapped at its current middle-income levels.

"The difference that reforms can make is the difference between a 6 to 7 percent growth pace and no growth at all," said Societe General economist Wei Yao in a report.

Supporters of reform were encouraged by the fact that both current Premier Wen Jiabao and Li, his likely successor, supported the research that went into the World Bank report. They were disappointed when Li failed to endorse its recommendations, though he might have remained silent to avoid stirring up opposition ahead of the leadership transition.

Changes to state industry will be politically sensitive. Companies that oppose giving up monopolies and other favors can argue that they provide tax revenue, provide money to develop poor ethnic minority areas and pay for ambitious but unprofitable initiatives such as developing homegrown mobile phone technology.

Bosses of the biggest companies are appointed by the party and are politically influential. Some will take part in the November party congress to install the next leadership. Their companies also create a cadre of well-paid executives and other professionals who form a base of support for continued one-party rule.

"State-owned enterprise bosses are very powerful. They outrank the people who are supposed to regulate them," said James McGregor, an American businessman in Beijing and author of the new book "No Ancient Wisdom, No Followers: The Challenges of Chinese Authoritarian Capitalism."

"That's going to be a very hard thing to break. But the countervailing pressure is that growth can't keep going unless they loosen up," McGregor said. "The party's only credibility is making life better, and if that doesn't happen, how do you maintain stability?"

Ojai, CA: $318 for Ojai Inn + Wine at Su Nido Inn ($578 Value)

Haughtily known as the American Riviera, Santa Barbara overshadows its neighbors when it comes to Southern California getaway towns. Of course, humility is relative. For proof, look no further than Su Nido Inn, boasting nearly 200 reviews and a perfect five-star rating on TripAdvisor. Set right in the heart of Ojai, this sumptuously appointed nine-room boutique hotel is offering a two-night stay for two in a suite, Sundays through Thursdays between now and October 31, 2012 ($318) or between November 1, 2012, and March 31, 2013 ($370). Let the Mission Revival d?cor set the scene: Cast-iron gates give way to heavy wooden doors, arched entryways sit below red Spanish-tile roofs, and the cobblestone courtyard?replete with fountain?makes an excellent spot to kick back with a margarita. At night, soak in your mosaic-tiled tub, lather up with Molton Brown spa products, then tuck into your king-size bed to watch a movie on the flat-screen TV. Whether on the garden patio or inside, you'll find the seasonal menu a delight: Start with a cocktail and a locally sourced organic vegetable salad, before moving on to a bottle of wine and sashimi-grade tuna beneath an Asian chimichurri. Which is apt: In Ojai, everything feels a bit closer to home, not only because it's a short drive from Los Angeles, but because a down-to-earth vibe permeates life here. This isn't, after all, a Riviera of any kind.

A short walk north on the Embarcadero will lead you to the stately Ferry Building, home to a three-times-weekly farmers' market and a bunch of restaurants and shops (try Hog Island Oyster Company for a dozen Kumamotos and a glass of Champagne). From there, you'll have access to citywide public transportation, just across the way on Market Street, but you can also hop on a ferry bound for Alcatraz, Sausalito, or Angel Island. A handful of museums and galleries are also close by, like SFMOMA, the Jewish Contemporary Museum, or The San Francisco Railway Museum on Steuart Street. And when it's time for dinner, 40-year-old Perry's is attached to the hotel and serves upscale home-style dishes?think meat loaf and deconstructed chicken pot pie?in a relaxed yet urbane setting. While you may be one among 16 million other travelers who choose San Francisco this year, you can bet they'll be riding the trolley to Fisherman's Wharf and gawking at the seals. You, on the other hand? You've chosen the road less traveled with this week's Escape.
