Not every smartphone needs to have piles of RAM an inhumanly fast quad-core CPU and a comically large 1080p display. For some niches of the market those things are not only unnecessary, but potentially a huge negative. Fujitsu's Stylistic S01 is one of those phones that eschews high-end specs for practical features aimed at a particular segment of the market -- namely, your grandparents. The four-inch WVGA display and dual-core 1.4GHz Snapdragon would have been par for the course a year or two ago, now they're getting a bit dated. But that's ok, they're serve up the heavily skinned Ice Cream Sandwich here just fine.

The UI has large buttons and simplified widgets that are carefully crafted to be easy to manipulate for those with less dexterity in their digits. And, unlike most phones, a glancing touch wont be enough to accidentally launch the camera or maps. While an initial touch wil temporarily select an option, you'll have to actually press just a bit harder than you're accustomed to in order to confirm your selection. In addition to minimizing accidental app launches, it also gets a little bit closer to recreating the tactile sensation of dialing on a physical numeric pad.

Kurdish leader calls talks 'historic step'

(AP) ? Imprisoned Kurdish rebel leader Abdullah Ocalan has called talks with Turkish officials aiming to halt a decades-long conflict a historic step and urged all sides involved to show "care and sensitivity."

His brief message was conveyed Saturday by three pro-Kurdish legislators who were allowed to travel to his prison island off Istanbul to confer about the peace process.

The government declared in December that it was holding talks with Ocalan with the goal of convincing the rebels to declare a cease-fire, withdraw from Turkey and disarm.

Legislator Pervin Buldan told reporters Ocalan also expressed hope officials and soldiers kidnapped by the rebels would soon be released.

Ocalan's Kurdistan Workers' Party, or PKK, is fighting for self-rule in southeast Turkey. The conflict has killed tens of thousands since 1984.

(AP) ? The mysterious death of a 30-year-old Palestinian gas station attendant in Israeli custody stoked new West Bank clashes Sunday, along with Israeli fears of a third Palestinian uprising.

A senior Palestinian official alleged that Arafat Jaradat was tortured by Israel's Shin Bet security service, citing an autopsy he said revealed bruising and two broken ribs.

Israel's Health Ministry said the autopsy did not conclusively determine the cause of death, but that the bruising and broken ribs were likely the result of attempts to revive the detainee.

Jaradat's death came at a time of rising West Bank tensions, including several days of Palestinian marches in support of four hunger-striking prisoners in Israeli lockups. In all, Israel holds nearly 4,600 Palestinians, including dozens who have never been formally charged or tried.

Frozen Israeli-Palestinian peace talks, the recent re-election of Israeli hard-line Prime Minister Benjamin Netanyahu, a Palestinian cash crisis and the Palestinians' sense of being abandoned by the Arab world seem to have created fertile ground for a third Palestinian revolt.

Over the weekend, Israel's army chief convened senior commanders to discuss the growing unrest.

Jaradat's death "is liable to become the opening shot" in a third uprising, Israeli military commentator Alex Fishman wrote in the Yediot Ahronot daily Sunday, arguing that the "Palestinian street has been boiling with anger for a number of weeks now."

However, Israeli officials have previously expressed concern about a new uprising, only to see bursts of Palestinian protests fizzle.

The first uprising, marked by stone-throwing protests and commercial strikes, erupted in the late 1980s and led to Israeli-Palestinian negotiations. The second uprising broke out in 2000, after failed talks on a final peace deal, and was far deadlier, with Israel reoccupying the West Bank in response to bombings and shootings.

In recent years, the West Bank has been relatively calm. Despite recent tensions, the Palestinian self-rule government has not broken off security coordination with Israel in their joint campaign against Islamic militants.

Palestinian activists also say they learned from the mistakes of the armed revolt a decade ago and are turning to more creative protests against Israel's 45-year rule over lands they want for a future state.

Former Palestinian security chief Jibril Rajoub, speaking in Hebrew on Israel Radio, tried to reassure Israelis, declaring Sunday "on behalf of the entire Palestinian leadership that there is no plan to lead to bloodshed."

Jaradat, a father of two from the West Bank village of Saeer, died in Megiddo Prison in northern Israel on Saturday, six days after his arrest on suspicion of stone throwing.

Jaradat's attorney, Kamil Sabbagh, said his client told an Israeli military judge Thursday during a hearing that he was being forced to sit for long periods during interrogation. He also complained of back pain and seemed terrified to return to the Shin Bet lockup, although he did not have any apparent signs of physical abuse, Sabbagh said.

After the court hearing, the judge ordered Jaradat to be examined by a prison doctor.

The Shin Bet said that during interrogation, Jaradat was examined several times by a doctor who detected no health problems. On Saturday, he was in his cell and felt unwell after lunch, the agency said.

"Rescue services and a doctor were alerted and treated him," the statement said. But "they didn't succeed in saving his life."

On Sunday, Israel's forensics institute performed an autopsy attended by a physician from the Palestinian Authority.

After being briefed by the Palestinian physician, Issa Karake, the Palestinian minister of prisoner affairs, told a news conference late Sunday that Jaradat had suffered two broken ribs on the right side of his chest. The autopsy also showed bruises on Jaradat's back and chest.

Israeli officials initially said Jaradat apparently died of a heart attack, but Karake said the Palestinian physician told him there was no evidence of that.

Later, Israel's Health Ministry said Jaradat did not suffer from disease and that it was not possible yet to determine his cause of death conclusively.

Jaradat "faced harsh torture, leading to his immediate, direct death. Israel is fully responsible for his killing," Karake said.

Protesting Jaradat's death, Palestinians threw stones at Israeli troops in several locations, including the West Bank city of Hebron and at a checkpoint near the military's Ofer prison on Sunday. In two locations, troops fired tear gas and rubber-coated steel pellets.

In the clash near the checkpoint, troops fired live rounds, shooting the 15-year-old son of the commander of the Palestinian Preventive Security Service in the chest and stomach, said Palestinian health official Dr. Ahmed Bitawi. The teen, Walid Hab al-Reeh, was in stable condition, while another man was wounded in the arm, Bitawi said.

The Preventive Security Service is key to security coordination with Israel. The Israeli military said it was aware of a report that a Palestinian youth was seriously hurt by gunfire, but could not confirm that soldiers used live rounds to disperse the protest.

Kadoura Fares, who heads a Palestinian group advocating for prisoners, urged Palestinians on Sunday to keep demonstrating. He also said that one of the four hunger-striking prisoners, Jafar Izzeldeen, was moved to a hospital Sunday because his condition was deteriorating.

Recent West Bank protests have focused on the fate of prisoners, an emotional Palestinian consensus issue.

Tens of thousands of Palestinians have been imprisoned since Israel captured the West Bank, Gaza and east Jerusalem in 1967, meaning virtually every Palestinian family has had someone locked up.

The detainees are held on a range of charges, from stone-throwing to deadly attacks. Most Palestinians embrace them as heroes resisting occupation, while Israelis tend to view them as terrorists.

Around the Galaxy: Rumors, Rings and Rad Toys!

Hey TORWarrios and fans of all things Star Wars, it?s time for another issue of Around the Galaxy! For the uninitiated AtG is where we widen our focus from Star Wars: The Old Republic and talk about some of the other awesome stuff that?s out there in the realm of Star Wars. As always there?s a lot to talk about so let?s get right to it.

Wrangling rumors, it?s a dirty job but someone?s got to do it!

As usual there?s no shortage of speculation and rumors coming from unnamed sources this week. We started off with a story from Latino Review. They?re reporting that Harrison Ford has signed on for Episode VII. Latino Review states that this is confirmed however this has been neither confirmed or denied by Disney as is typical when these types of things break. You can catch the Latino Review announcement in the video here, it?s at about 7:05.

It?s interesting to note that back in November there were some reports that Harrison Ford was open to the idea of doing more Star Wars films which was a pretty big reversal since it?s been widely reported in the past that Ford had no interest in revisiting his role as Han Solo. No other details were provided so it?s tough to say whether he?d be returning for a cameo or a meatier role. Personally I?d like to see him come back as a mentor for a new generation of heroes which brings us to the next interesting tidbit that broke as I was putting the finishing touches on this article.

ET Online is reporting that Mark Hamill has confirmed that he and several of the original cast members are currently in talks with Disney/Lucasfilm to reprise their roles in the new trilogy!

They?re talking to us.?George Lucas?wanted to know whether we?d be interested. He did say that if we didn?t want to do it, they wouldn?t cast another actor in our parts, they would write us out?I can tell you right away that we haven?t signed any contracts. We?re in the stage where they want us to go in and meet with?Michael Arndt, who is the writer, and?Kathleen Kennedy, who is going to run Lucasfilm. Both have had meetings set that were postponed on their end, not mine. They?re more busy than I am.

Another thing I?d want to make sure of is are we going to have the whole gang back? Is?Carrie Fisher?and?Harrison Ford?and?Billy Dee Williams?and?Anthony Daniels, everybody that?s around from the original [returning]? I want to make sure that everybody?s on board here, rather than just one.?

Mark Hamill then had some remarks about what the new trilogy might be about:

?I?m assuming, because I haven?t talked to the writers, that these movies would be about our offspring?Like my character would be sort of in the Obi-Wan range [as] an influential character.?

There?s a bit of speculation by Hamill there but the takeaway here seems to be that yes, they are all talking about revisiting their roles in the new trilogy but aren?t really sure if that?s going to happen and what exactly those roles are going to entail. As I?ve stated previously I?d really like the story to advance to the next generation of characters and have our old friends from the original trilogy there along for the ride. I think everybody wins that way and it?s a fan friendly way to move the story forward. You can catch the entire ET Online article with some more comments from Hamill here.

Some Things Were Just Made To Go Together

This week I was linked to a video from LEGO about the new Red Five X-Wing Starfighter. This is a completely revamped set that?s billed as the most highly detailed LEGO X-Wing ever produced. Coming in at 1558 pieces, it features operating wings, a detailed cockpit and a special stand. Just what every discerning Star Wars and LEGO fan wants! This set will be available for sale directly from LEGO beginning in May 2013.

'OK, Glass': Google shows you how it feels with new UI video

Ok, Glass translation, directions for Google's media darling revealed in video

If you've been wondering what all the Google this, Glass that fuss is all about, Mountain View's revealed what it'll be like to actually wear the virtual specs with a new video, now that it's announced limited availability. In it, we get to see how the search giant's integrated all its apps and functions in the upcoming wearable computer, how you're likely to use it, and what the results might be. To activate the device, users say "ok, glass," then it's off to the races.

From there, we see a hot air balloonist and ballet dancer initiate video recording and send an email or text with a voice command, which are likely to be jobs one and two for most users. Then, a (hopefully not distracted) stunt plane flyer joins a Google hangout mid-flight and sends real-time video to other members of the group, showing the Google+ and social interaction aspects of Project Glass. Image search is shown off by an ice sculptor, who selects various perspectives of a tiger for some inspiration.

The lost and confused are shown navigating their way through New York streets, the Golden Gate bridge, an airport and a ski hill to highlight Google's latest Maps and Now goodies, while a tourist all-too-happy with his Thai meal learns the word for delicious in that language using Google Translate. Finally, there's oodles of first person video from a fencer, horse jumper, trapeze artist, ping pong player and fire juggler, to name a few. All that gives us a sneak preview of the many, many YouTube videos likely to come from the device when it arrives -- though we'd hate to drop, burn or stab it by accident, given the cost. Washington State man Beau Chevassus orders what is believed to be the most expensive Starbucks drink ever, a $47.30 monstrosity that includes 48 shots of espresso.

Armed with a 52-ounce coffee mug, a Washington state man headed to his local Starbucks to make history.?

Forty-eight shots of espresso, some protein powder, two bananas, a few caramel drizzle Frappuccino chips, some vanilla bean and a little soy later, Beau Chevassus ordered what may be the most expensive Starbucks drink ever on Feb. 9. He dubbed the $47.30 monstrosity the "Quadriginoctuple Frap."

Starbucks employees in Enumclaw, Wash., were eager to prepare a potentially record-setting drink, Beau Chevassus said.

While the drink totaled nearly $50, he didn't actually pay for it. Starbucks gave it to him for free because it was his 27th birthday. He initially ordered 40 shots of espresso, but the baristas bumped him up to 48 as they got into the record-setting spirit. Chevassus posted his experience from the Starbucks in Enumclaw, Wash., just outside the company's home base in Seattle, on YouTube, where it has more than 140,000 views.

Starbucks did not comment on whether Chevassus' order is a record. But he has apparently dwarfed what is believed to be the previous record, more than doubling the?$23.60 concoction purchased a year ago this month by Logan Warren of Geek on Call. That drink featured "one Java Chip Frappuccino in a Trenta cup,?16 shots of espresso, a shot of soy milk, caramel flavoring, banana puree, strawberry puree, vanilla beans, matcha powder, protein powder, and a drizzle of caramel and mocha.''?

Beau Chevassus took several days to consume the prodigious Starbucks beverage.

"I did it for fun, for a bit of entertainment and to see if it is at all possible," Chevassus told the New York Daily News. "I was surprised how cool the Starbucks?employees were. They seemed almost more interested in trying to set the record than I was."

Chevassus only took a few sips from the caffeine lake while in the store and then drank about half of it over the next few days.?

(AP) ? A 911 call comes in about a possible bomb in lower Manhattan and an alert pops up on computer screens at the New York Police Department, instantly showing officers an interactive map of the neighborhood, footage from nearby security cameras, whether there are high radiation levels and whether any other threats have been made against the city.

In a click, police know exactly what they're getting into.

Such a hypothetical scenario may seem like something out of a futuristic crime drama, but the technology is real, developed in a partnership between the nation's largest police department and Microsoft Corp., and the latest version has been quietly in use for about a year.

The project could pay off in more ways than one: The NYPD could make tens of millions of dollars under an unprecedented marketing deal that allows Microsoft to sell the system to other law enforcement agencies and civilian companies around the world. The city will get a 30 percent cut.

The Domain Awareness System, known as "the dashboard," instantaneously mines data from the police department's voluminous arrest records, 911 calls, more than 3,000 security cameras citywide, license plate readers and portable radiation detectors, and assembles it in an easy-to-use form.

Right now, it is used only in NYPD offices, mostly in the counterterrorism unit. Eventually, the system could supply crime-fighting information in real time to officers on laptops in their squad cars and on mobile devices while they walk the beat.

"It works incredibly well," said Jessica Tisch, director of planning and policy for the counterterrorism unit.

For example, officers used the system during a deadly shooting outside the Empire State Building in August. Dozens of 911 calls were coming in, and it initially looked like an attack staged by several gunmen. But officers mapped the information and pulled up cameras within 500 feet of the reported shots to determine there was only one shooter.

Analysts are cautious about the potential profits, saying that largely depends on Microsoft's sales efforts and whether any major competition arises. While there other data-drilling products made by other companies, they say the NYPD's involvement could set the dashboard apart.

"This is the kind of stuff you used to only see in movies," said analyst Rob Enderle of Enderle Group, a technology analysis firm. "Getting it to work in a way that police departments can use in real time is huge."

The venture began in 2009 when the NYPD approached Microsoft about building software to help mine data for the Lower Manhattan Security Initiative, a network of private and public cameras and other tools monitored by the department's counterterrorism bureau. Development cost the department between $30 million and $40 million, officials said.

"Usually, you purchase software that you try to work with, but we wanted this to be something that really worked well for us, so we set about creating it with them," said Richard Daddario, the NYPD's deputy commissioner for counterterrorism.

Officers were involved throughout the process with the programmers, offering advice on what they need during an emergency.

"It was created by cops for cops," Tisch said. "We thought a lot about what information we want up close and personal, and what needs to be a click away. It's all baked in there."

The system uses hundreds of thousands of pieces of information. Security camera footage can be rewound five minutes so that officers can see suspects who may have fled. Sensors pick up whether a bag has been left sitting for a while. When an emergency call comes in, officers can check prior 911 calls from that address to see what they might be up against.

Prospective clients can customize it to fit their organization.

Dave Mosher, a Microsoft vice president in charge of program management, said the company started to market the system in August and is looking at smaller municipalities, law enforcement agencies and companies that handle major sporting events.

He would not say whether any clients have been lined up and would not give details on the price except to say that it would depend on how much customization must be done.

Shawn McCarthy, an analyst with the research firm IDC, described the partnership ? and outcome ? as unusual in the tech world. "I see huge potential, but so much depends on the price and competition," he said.

No firm timetable has been set on when the dashboard will be rolled out to the entire 34,000-offficer department.

Solar Industry Should Target India and China

A glut of photovoltaic solar panels has swamped the market due to increased production but less demand, causing some companies to go bankrupt and a general malaise for the whole industry. Lux Research, however, believe that the solar industry must now target high-growth markets such as China and India in an attempt to transform in a cost-conscious environment.

Solar Industry Must Focus On India and China?While some historically strong demand markets will continue to pay dividends, the real winners going forward will need to make a few well-informed bets,? said Matt Feinstein, Lux Research Analyst and the lead author of the report titled, ?Past is Prologue: Market Selection Strategy in a New Solar Policy Environment.?

?Successful players will anchor business in key developed regions like the U.S., Europe, Japan, and China, and place informed bets in markets like South/Central America, the Middle East, and Africa, through new offices or partnerships,? he added.

In their report, Lux research analysed the risk versus reward for distributed and utility-scale solar in countries around the world, basing their analysis on policy and market factors. Among their findings were the following;

  • Europe shines for distributed generation.?Established markets remain fruitful for distributed generation despite downturns in demand and reduced feed-in tariffs. Markets such as Germany and Italy have demonstrated a strong preference for rooftop systems and have strong existing channels to market.
  • Utility-scale generation soars in emerging markets.?High-growth markets come with high risks as well, but emerging economies of India, China, South Africa, and Saudi Arabia are set to become solar powers. Competition is booming in the last three in particular, and each will exceed installation targets.
  • Fortune favors the bold.?In solar, firms that take calculated risks and expand quickly into foreign markets will boost success, as First Solar and many Chinese module manufacturers have shown. As the Chinese industry consolidates, opportunities exist for other global players.

The solar industry has suffered over the past little while due to the massive increase of Chinese imports. However,?Director of the Resnick Sustainability Institute and Howard Hughes Professor and Professor of Applied Physics and Materials Science?at Caltech Dr. Harry A. Atwater recently cut cross the traditional line of thinking, saying that the current glut of solar panels is a good thing for the industry;

?There has never been a better time to go ?long? on innovative solar technology.?If we invest now, by the time the industry recovers from today?s oversupply crisis, very advanced innovations will have emerged that can fuel the next wave of solar technology. These will build on the momentum created by the current phase of the market and dramatically expand the usefulness and adoption of solar.?

Regardless, the solar industry is in for an interesting year ahead, with the possibility for great change and growth, or spectacular failure.

From Feb. 18 to 22 Nunavut is celebrating Inuit Language Week around the theme ?Keep Our Language Strong ? Speak Inuktut.?

The week is ?an occasion to reflect collectively on the importance of our language, and what it means for the future of our territory,? the Government of Nunavut said in a Feb. 18 news release, which uses the word ?inuktut? to represent the Inuit language?s various regional forms.

?As minister of languages, I urge all Nunavummiut to keep our language strong by speaking and using it every day, particularly with our children ? they will be the ones to carry the torch into the future and make it thrive,? said James Arreak, the GN?s minister of Culture and Heritage.

Among this year?s activities, the Department of Culture and Heritage is releasing a colouring book for children and launching a CD with birthday songs in Inuktitut.

The department also collaborated with the Office of the Languages Commissioner on a poster for the private sector.

Lonnie_JiuJitsu special achievmentI feel I have been in shape now for a few years, but for a long time I was training without specific goals. I was training regularly at both Bodies by Design and Gracie Humaita Jiu Jitsu Woodbridge. Doing both activities not only kept me busy, it also kept me in shape. My biggest challenge has always been motivation. Sure I trained, but with no goals. I just went through the motions and the same routines.

After watching my daughter win double gold in her Taekwondo tournament, I became remotivated. I wanted to fight again! It was about five weeks out from the next Brazilian Jiu-Jitsu (BJJ) tournament, and I told both my BJJ professor and BBD personal trainer Christian ?I want to fight!? However, there was a problem: I weighed close to 210 pounds. My fighting weight is 195 with my gi (fighting outfit), which meant I needed to drop down to about 190. That was about 20 pounds in five weeks, and I couldn?t lose muscle mass or suffer from the typical weight-loss fatigue. Now I hate admitting it, but I have just turned 39, and the weight doesn?t come off as easy as it did when I was in my 20s.

I told Christian I wanted to lose the weight and he said confidently, ?Then you WILL lose the weight.? Over the course of the next month, Christian put me through countless rounds of boxing, sprints and light-weight exercises. As he is also a competitive athlete, I was able to really tap into his vibe and that helped keep me going.

I would love to say that I won the fight, but I lost a fairly close battle. After the loss, I fought again, for bronze.? My significant weight cut had drained me in the first fight, and left me with nothing in the tank.? Three minutes into the bronze medal match I tapped out to a choke that I just had no energy to counter.

While I felt good about losing the weight, I was angry at myself for giving up due to conditioning. After talking to Christian I was even more motivated to get on the mat again. My next fight was about two months away. I started training intensely, doing BJJ 4+ days a week, sometimes for three hours at a stretch, and working out with Christian doing weight training and cardio twice a week.? My next chance to fight was in Ottawa, and I was ready!? By the time I got there I was in the best shape of my life! I weighed in at 190 with the gi on, and I felt energized and strong. With the guidance of my professor and two months of hardcore training with Christian I fought my way to a gold medal in a level that I had just been promoted to six days prior ? the Adult Purple Belt division. It felt INCREDIBLE! I beat a former pro Mixed Martial Arts (MMA) fighter. I credit Christian for a big part of that success.

The one thing about winning is that it?s addictive ? you just need more! It made me register for a two-day gi/no-gi tournament in the middle of January. So I again needed help increasing my endurance and strength. My goal was simple: I didn?t want to get out-powered and I wasn?t going to tap from exhaustion.

Christian and I did a lot more weightlifting this time around and we incorporated a few new fitness toys: an elevation mask, Fat Gripz and a sauna shirt. Over the next few weeks I received help not only for my?strength conditioning, but also for my mind. With Christian being a fighter as well as a trainer, he was fully aware of the doubt that can flow through your head before a fight, but he was able to keep me focused on the prize.

I not only got down to a no-gi weight of 188 pounds, but I fought a total of eight fights in two days, and won silver in both gi and no-gi at the adult Purple Belt level. I beat athletes half my age and two other former pro MMA fighters!

What?s next? I am hoping to compete in at least another three tournaments this year, and maybe a trip to the Worlds this summer!

Working out can be very rewarding, but it can also be extremely frustrating. I never thought I needed a plan for working out. I thought if you just threw around a few dumbbells you would be okay. I quickly found out that not only is it a big waste of time, but it can also be dangerous. Lift the wrong thing the wrong way and all of a sudden you are on the shelf for a few days or worse. My time with the trainers at BBD has been very rewarding and educational. Every trainer I have had not only tailored workouts to my ability and needs, but they have also taken the time to explain to me why I should be doing something a certain way. I would like to thank all the trainers I have worked with in my two years with BBD: ?Bandele, Mark, Jason and especially Christian!

One Mom's First-Hand Experience with CoreAlign During and After ...

Last spring, as a new member of the Alpine Physical Therapy team, I was asked to attend the CoreAlign Series at Alpine?s north clinic for educational purposes.? While I was excited to learn about an up-and-coming form of exercise, I did not realize how helpful the classes would be to me personally.

I began the first of the CoreAlign series when I was two months pregnant. ?I attended classes twice a week for five weeks?and left each class feeling taller and stronger than before.

After completing the first series, I did not want to stop, so I continued on to complete the full series as well as an instructor class.? Although my pregnancy was progressing along, I did not feel as though I was losing abdominal strength but was in fact gaining it. ?I was able to stave off the dreaded ?preggy waddle? until late in pregnancy and to continue hiking up until the day of giving birth.

I believe that CoreAlign exercises greatly assisted me in correcting my functional form as my pregnancy progressed, reminding me of maintaining that pelvic floor lift, inner thigh connection, and deep abdominal contractions during movement. ?In retrospect, I believe that CoreAlign exercises helped me avoid low back pain throughout my pregnancy, make it through an arduous labor, and experience a faster recovery after delivery.

Today I utilize CoreAlign personally and with my patients to assist in correcting poor movement patterns in a functional capacity. ?I find it a perfect tool to quickly educate patients on a better way to get moving without pain.

(AP) ? Libya's leader called on Sunday for unity in the North African nation as it celebrates the second anniversary of the uprising that toppled longtime dictator Moammar Gadhafi but plunged the country into lawlessness and economic woes.

Addressing thousands of flag-waving Libyans, Mohammed el-Megarif urged his countrymen to "join ranks and resolve our differences to build our nation."

He also promised to fight poverty and "marginalization," and to give Libyans extra cash to mark the occasion. He did not say how much money he meant, or how it would be distributed.

El-Megarif spoke at a rally in Benghazi, the eastern Libyan city that was the birthplace of the anti-Gadhafi uprising in 2011.

Libya has been roiled by instability and violence since the ouster of the Gadhafi regime in late 2011. Benghazi has been among the worst-hit parts of the country, falling prey to armed militiamen and Muslim militants. El-Megarif alluded to the rise of radical Islam in the energy-rich nation, vowing that he would not allow Libya to become "an incubator of terrorism and violence."

In what appeared to be an attempt to assuage the militants, the Libyan leader promised that the nation's next constitution would explicitly declare Islam as the country's religion and that Islamic law, or Shariah, would be the main source of legislation.

He also vowed to push for laws that would "isolate" remnants of the old Gadhafi regime, another bid to appease militants who claim that members of the ousted regime remained in charge of many government departments as well as the security forces.

Sunday's celebration was held amid tight security precautions. Army vehicles blocked roads leading to the site and snipers deployed on nearby rooftops.

Underlining the depth of resentment in Benghazi toward the central government in the capital, Tripoli, several youths among the crowd interrupted el-Megarif's speech with hostile chants.
